Unfinished Dam for Flood Control on Credit River

While I was going for a walk one afternoon along a path that took me down to the Credit River I stumbled upon this man made construction (tall concrete pillars and concrete sliding waves) that is hidden away from view and it looks like a possible unfinished dam for flood control. I am not sure what it is, just my hypothesis. Really strange place for it since it doesn't look like an area that would experience a flood given that the banks of the Credit River are extremely high. It would take a sudden ice age and then a fast thaw for flooding to occur, a scenario that is impossible since both events can take thousands of years to occur.
